Utah Nail Technician License Requirements

Utah’s statute calls it a nail technology license; DOPL titles the licence and its application Nail Technician. It is issued by the Division of Professional Licensing (DOPL) within the Utah Department of Commerce, under the Cosmetology and Associated Professions Licensing Act.

Two things Utah does not require, which surprises people. There is no minimum age stated anywhere in the licensing statute or the administrative rule, and there is no general education requirement — no high school diploma, no GED. The only educational condition is the 300-hour nail technology curriculum itself. Foreign-trained applicants instead have their schooling evaluated for equivalency.

No — and this is where we have to be careful not to oversell Utah’s openness. Utah counting out-of-state schools is not the same as Utah counting online training. They are different questions with different answers.

Utah publishes no distance-education allowance for the 300 hours. A full-text search of the governing rule for “distance”, “online”, “correspondence”, “virtual” and “remote” returns nothing, the statute’s definition of direct supervision requires the instructor to be physically present in the same building as the student, and Utah’s nail technology schools must additionally hold recognised accreditation and meet physical-facility standards. An online course cannot on its own satisfy the 300 hours.

What Utah’s out-of-state provision does mean is that hours from a bricks-and-mortar school in another state can count — which is genuinely useful if you have moved.

Utah’s endorsement route runs into Utah. The statute obliges DOPL to issue a Utah licence to someone already licensed elsewhere, provided three conditions are all met: a similar scope of practice, at least one year of experience practising under that out-of-state licence, and that licence in good standing. A Utah licence does not travel outward — other states decide that for themselves.

Three limits are worth knowing before you rely on it. The mandatory “shall issue” route applies only to a licence from another state, district or territory of the United States — a foreign licence falls under a separate discretionary route. An applicant with under one year of practice does not qualify for the mandatory route. And DOPL may still refuse where it doubts an applicant’s qualification or where there is prior or pending discipline. Utah names no excluded states; the test is applied case by case.

DOPL also confirms that endorsement applicants must still satisfy Utah’s education-or-experience requirement and its examination requirement, with licence verification sent directly from the other state’s agency.

On the exam, Utah is notably practical: it accepts a substantially equivalent theory or practical examination approved by any other licensing jurisdiction, passed at 70 percent or higher. If you already hold an equivalent passing result, you do not have to re-sit the NIC exam. (Theory is offered in English, Spanish, Vietnamese and Korean; the practical is English only.)

One conflict to be aware of on the apprenticeship route. Utah’s statute, effective 1 January 2026, sets the nail technology apprenticeship at 300 hours, while the older administrative rule still requires the instructor to provide 375 hours and has not yet been conformed to the 2025 recodification. Confirm the current figure with DOPL before you register an apprenticeship — do not budget from a single number you read anywhere, including here.
